A Transport Manager is a compliance-heavy role. The regulatory framework around operator licencing, driver hours, vehicle maintenance, and load security is extensive — and the consequences of getting it wrong range from prohibition orders to criminal liability. Any interview for a Transport Manager must include a robust compliance assessment alongside the leadership and operational competencies.

Regulatory Knowledge: Threshold Requirements

Before assessing any behavioural competencies, confirm that the candidate has baseline knowledge of:

• EU and domestic driver hours rules (Regulation EC 561/2006)
• Operator licence obligations (O-licence types, good repute, financial standing)
• Tachograph regulations and infringement management
• Vehicle maintenance programmes and inspection schedules
• Working Time Regulations for mobile workers

Candidates without this knowledge cannot safely perform the CPC Transport Manager role. These are threshold requirements, not competencies.

CPC Holder vs. Transport Manager

Confirm whether the role requires the candidate to be a nominated CPC Transport Manager (which has specific qualification requirements under the O-licence framework) or whether they will be supporting an existing CPC holder. This affects both the legal requirements and the depth of knowledge you should expect.
